Tuesday, April 04, 2000 – Houston, Texas - Innovative Physicians Solutions and TeleCare International LLC, a Houston based telemedicine company, jointly announced today the signing of an exclusive agreement to provide physicians of TeleCare with medical billing and funding through the financing of their medical receivables. "IPS will provide medical billing and medical receivables funding for all the doctors using the services of TeleCare across the U.S., and eventually, internationally," said IPS CEO, Greg Mayfield. "The first site will be providing telemedicine to rural Texas hospitals that will be connected to a team of specialists at the Texas Medical Center, with plans to rapidly expand throughout the U.S., and then internationally."

TeleCare International LLC was formed in January, 2000, to enable healthcare professionals and institutions to provide comprehensive clinical care via team telepractice through the Company's provided services. TeleCare is initiating its operations to provide education and competency skills, training and certification for telepractice, clinical protocols via a web-based platform, the development of clinical networks for telepractice, outcomes improvement and insurance solutions derived from outcomes-driven practice.

Dr. Kim Dunn, MD, Ph.D., who was the former Vice Chair, Department of Internal Medicine and Medical Director of the Telemedicine Training Institute of the University of Texas Medical Branch at Galveston , is now the CEO of TeleCare International LLC.

During the next year, TeleCare International intends to implement the following:

- education and training in telemedicine for a minimum of 300 international physicians, nurses, administrators, and technical personnel who will be deployed in modular hospitals in their respective countries where they will integrate telepractice into the hospital apparatus
- rural telemedicine services to practitioners and hospitals, beginning the initiative in Texas
- telemedicine to correctional facilities throughout the country
- telemedicine services to the home health care market, beginning in Texas and contiguous locations
- clinical provider networks, trained and certified in telepractice, beginning the initiative with Texas Medical Center physicians

Other services to follow include e-Health initiatives, benchmarking through outcomes in telemedicine practice, and a web-based solution for protocols and training.

"We are extremely pleased to have completed this agreement between IPS and TeleCare International," stated Mr. Mayfield. "We believe offering expedited funding to the participating physicians can only help to speed the acceptance of telepractice. We very much look forward to being a part of this process."
